Seasonally Adjusted U-3 Unemployment Rate. According to the BLS, the current “Seasonally Adjusted” Unemployment Rate for August (released September 6 th ) is 3.7% unchanged since June but up from 3.6% in May and down from 3.8% in February and March. Details can be found here. The unemployment rate is estimated by the Bureau of Labor Statistics. The difference between the unemployment rate and the natural rate of unemployment is the unemployment gap. In many economic models this gap, or an output gap measures how far the economy is from potential. For this reason, the Bureau of Labor Statistics provides different unemployment rates, graphed above. These are commonly called U-1 through U-6: U-1 counts only those who have been unemployed for at least 15 weeks, which was traditionally a little longer than the average duration of an unemployment spell. This is considered to exclude short-term unemployment. The following chart (source: FRED) shows the seasonally-adjusted U.S. civilian unemployment rate (UE) from January 1948 to January 2016: As the chart illustrates, the unemployment rate is a lagging indicator of recession. By the time high unemployment takes hold in an economy, a recession has usually already begun. As the U.S. unemployment rate inches down, it seems reasonable to ask when it will be back to normal. One measure of “normal” is the natural rate of unemployment, sometimes referred to as NAIRU, published by the Congressional Budget Office.

It’s well known that the unemployment rate is currently very low. However, the duration of unemployment since the Great Recession has never been longer.* What’s going on? The graph below has an answer. The share of long-term unemployment is significantly higher than in any other post-WWII period.

What’s striking is that, over the 18-year sample period, the ordering hardly changes. Of course, the magnitude of unemployment responds to what’s happening in the overall economy. (The only higher unemployment rate in this series was 9.7%, in 1982.) The unemployment rate of the United States has been steadily decreasing since the 2008 financial crisis, but by 2030, it is projected that the unemployment rate will increase to 4.5 percent.
